However, privatization of management is now spreading in this field in Sweden. With regard to the decline in the quality of elderly care along with the spreading of privatization, follow-up schemes, for example, post-audit and tracing surveys, are becoming more focused than before. One follow-up scheme in the Stockholm municipality Elderly Care Inspector System has been inspecting elderly service providers from a participant observation perspective and giving detailed advice to service providers for a period of about 14 years. By observing the suggestions of the inspectors in the year 2007 and the current status quo of each service provider, we can know how effective the inspectors’ suggestions have been and how well they have been able to lead to better quality. As a result, it is obvious that a decline in quality due to privatization is, at least to certain extent, avertable, and the inadequacies of not only private service providers but also even public providers are now being uncovered and improved. Since 2012, the elderly care inspector system is being replaced to strengthen unit for quality inspector in Stockholm. The more varied the providers become due to privatization, the stronger the follow-up schemes should be.
